In the U.S., hot water heaters have a temperature setting, and are required by law to have a tag attached close to it which warns the user about high-temperature dangers.
The recommended maximum temperature is 120 degrees Fahrenheit. Some water heaters cannot be set above that temperature, but some can. The tag warns the user that anything higher than 120 degrees Fahrenheit could cause severe burn injury, and will use up excessive energy.
Many states have laws about the temperature of apartment water heaters, when each apartment has its own. At each tenant change, the temperature must be re-set to 120 degrees Fahrenheit if it was changed by the previous tenant.
Some water heaters don't have thermostats, but you can test the water coming from faucets by using a thermometer.
Those most at risk for scalding from overly hot water are children and the elderly.
